Thanks for sharing this snapshot with the community.
How can this snapshot be downloaded if deluge is used?
I typically using the command below via deluge-console .

add --path /var/khala-dev-node https://wiki.phala.network/files/khala-snapshot-2021-09-17.torrent

what should be the path for this khala-kusama-snapshot-2021-10-08-528388-9560153.torrent ?
can it be with the magnet link?

Should be

add -p [path] '[some magnet link]'

You should check the help page before asking here

deluge-console add --help
usage: add [-h] [-p PATH] [-m MOVE_COMPLETED_PATH] <torrent> [<torrent> ...]

Add torrents

positional arguments:
  <torrent>             One or more torrent files, URLs or magnet URIs

optional arguments:
  -h, --help            show this help message and exit
  -p PATH, --path PATH  Download folder for torrent
  -m MOVE_COMPLETED_PATH, --move-path MOVE_COMPLETED_PATH
                        Move the completed torrent to this folder
