🛰️ Phala Network Migration Execution Notice - Migration from Phala Parachain to Ethereum & L2 Network

Dear Phala Community,

As Phala enters the next phase of its journey, we are officially commencing the migration from the Phala parachain to Ethereum and Phala L2.
This document outlines the confirmed migration timeline, asset claim process, GPU mining rollout, and the future governance framework.

:three_o_clock: 1. Migration Schedule

  • Migration Start: Nov 19th, 12:00 PM PST
  • Estimated Completion: By Nov 21st, 6:00 PM PST

On Nov 19th, we will manually stop all collators and Gatekeepers, officially pausing the Phala Network.
The final block validated by the Polkadot relay chain will serve as the snapshot source for asset migration.

During the execution period, all assets on the Phala parachain will be frozen to ensure data integrity and accuracy.
They will remain securely locked until the claim process opens.

All migration operations are executed through smart contract, whose reliability was previously validated during the Khala sunset migration, ensuring that all user assets remain fully secure.

We expect the migration to take approximately two days.
The asset claim portal will open by Nov 21st, 6:00 PM PST, with progress updates posted in real time on Discord.

:money_bag: 2. Asset Migration Details

2.1 PHA & Delegation Assets

  • All liquid PHA balances on Phala will be directly claimable to Ethereum.
  • Delegations, vault rewards, and stakepool owner rewards will be migrated as vPHA on Ethereum L2.
  • The vPHA-to-PHA conversion rate will be calculated dynamically by the staking contract.
    Every vPHA minted will be fully backed by a corresponding amount of PHA locked in the staking contract, ensuring that the combined value of PHA and vPHA never exceeds the total circulating PHA supply.
  • This mechanism guarantees the accuracy and safety of migrated balances, while allowing delegation rewards to continue compounding seamlessly.

Claim Process:

  1. Verify ownership of your Phala address via signature.
  2. Connect your target Ethereum address for asset receipt.
  3. Initiate the claim transaction from the Phala App interface.

Each multisig participant must verify ownership of their respective sub-addresses, after which the Phala team will assist with the claim process.

2.2 Assets on Other Parachains

Some users may hold $PHA on HydraDX or other parachains.
Please transfer these assets back to the Phala Network before Nov 19th.
While all assets will remain secure, we cannot guarantee timely claims for assets not present on Phala at the time of the snapshot, as manual recovery will be required.

If you hold other tokens on the Phala Network, please transfer them back to their native parachains before shutdown.

2.3 Phala ↔ Ethereum Bridge

To ensure a clean migration, the Phala–Ethereum PHA bridge will pause on Nov 10th.
This ensures that all pending transactions are cleared before migration, avoiding any unprocessed transfers.

:gear: 3. GPU Mining & L2 Infrastructure

After migration, the Phala ecosystem will transition to the Ethereum + L2 architecture:

  • Staking continues on Ethereum via the L1 staking contract.
  • GPU Mining will operate on L2 as the confidential compute execution layer.

Remaining mining rewards in the tokenomics will be distributed 1:1 between stakers and GPU miners, and the Phala treasury will continue receiving 20% of total rewards as ecosystem funding.

Supported Hardware

The first phase will support Intel-based GPU servers that enable TDX functionality, including NVIDIA H100, H200, and B200 GPUs.

Miner Setup

  • Miners deploy the Dstack environment on their servers and connect to Phala Cloud.
  • A provided automation script handles on-chain registration and synchronization.
  • Rewards are weighted based on GPU performance and verified workload capacity.

Security Pledge

High-performance GPUs will require a non-interest-bearing security stake to ensure operational reliability.
This pledged PHA will not participate in staking rewards but helps maintain network safety.

Development Status & Rollout

The GPU mining module is under accelerated development.
A basic version and documentation will be released before migration for early testing.
During the first week of launch, GPU mining rewards will be distributed at 10% of the normal rate to support community testing and tuning.
Full reward emission (40% of total network rewards) will begin on December 1st, 2025.

Meanwhile, vPHA will serve as the core utility token within Phala’s L2 ecosystem, used for governance voting, mining rewards, and as the primary token for future L2 applications.

After migration, governance and treasury management will operate fully on Ethereum, using:

  • Snapshot for proposal creation and community voting.
  • Safe Wallet (multisig) for transparent treasury control.

Under this new model, Phala will no longer maintain a council-based voting system.
All governance will follow a public proposal + community voting mechanism, ensuring deeper decentralization and transparency for all token holders.

  • All migration contracts have been tested on a staging network.
  • All claim transactions will be executed through on-chain smart contracts, ensuring complete transparency and user control.
  • A step-by-step claim tutorial and support channel will be available in Discord during migration.
  • Gas costs on Ethereum will be minimized through claim batching and optimized contract execution.
